PART 2: WHY REXTRANSFERT NEEDS CAMERA PERMISSION

Why Does a Money Transfer App Need Camera Access?

Camera permission is essential for a secure, compliant, and user-friendly money transfer and investment platform. Below are the specific reasons Rextransfert requires camera access:

KYC (Know Your Customer) Identity Verification

Regulatory compliance requires verifying the identity of all users. The camera is used to capture a live selfie or photo of the user's face, which is matched against their government-issued ID document using biometric/facial recognition technology. This prevents fraudulent accounts and money laundering.

Document Scanning – ID Upload

Users must upload a valid government-issued ID (passport, national ID, or driver's license). The camera allows users to scan and capture their documents directly within the app, avoiding the need to upload images from a gallery (which may be tampered with or outdated).

QR Code Scanning for Payments

The camera is used to scan QR codes generated by payment gateways, merchants, or recipient accounts. This enables fast, accurate, and touchless transactions, reducing manual entry errors in account numbers or payment references.

Receipt & Document Capture

Users may need to photograph physical receipts, bank statements, or transaction confirmations to upload as proof of funds or to dispute a transaction.

Liveness Detection (Anti-Spoofing)

During KYC verification, camera access is needed for liveness checks — confirming the user is physically present and not using a photograph or video to impersonate someone. This is a fraud-prevention requirement by many financial regulators.

PART 3: GOOGLE PLAY STORE SUBMISSION GUIDE FOR FINTECH APPS

Play Store Requirements for Money Transfer / Payment Apps

Google applies enhanced scrutiny to financial applications. The following is a step-by-step guide to successfully list Rextransfert on the Google Play Store.

Step 1: Google Play Developer Account Setup

  • Register at play.google.com/console and pay the one-time $25 USD registration fee.
  • Complete identity verification — Google requires personal/business identity confirmation for financial apps.
  • If operating as a business, provide company registration documents, tax ID, and a verified business address.

Step 2: Financial Services Declaration

Rextransfert falls under the Financial Services policy. You must:

  • Navigate to Policy > App Content > Financial Features in the Play Console.
  • Declare that your app offers money transfer and/or investment services.
  • Provide proof of regulatory license or registration (e.g., central bank authorization, FCA registration, FinCEN registration, or equivalent in your jurisdiction).
  • Submit your Terms of Service URL and Privacy Policy URL — these must be publicly accessible before submission.

Step 3: Sensitive Permissions Declaration

For CAMERA and other sensitive permissions, Google requires a clear justification in the Data Safety section:

  • Go to App Content > Data Safety in the Play Console.
  • Declare Camera usage: select 'Photos and videos' and 'App functionality' as the purpose.
  • Clearly state that camera is used for KYC identity verification — this satisfies Google's prominent disclosure requirement.
  • Do NOT request permissions that are not actively used — Google will reject or remove apps with unjustified permission requests.

Step 4: Data Safety Form

Complete the mandatory Data Safety section accurately:

  • List all data types collected: name, email, phone number, financial information, photos, government ID.
  • Specify data sharing: state whether data is shared with payment processors, KYC providers, or regulators.
  • Indicate encryption: confirm all data is encrypted in transit and at rest.
  • Provide a data deletion policy and link to your privacy policy.

Step 5: App Content Rating

  • Complete the IARC Content Rating questionnaire in the Play Console.
  • Financial apps typically receive an 'Everyone' or 'Teen' rating — do not include content that would raise the rating unnecessarily.

Step 6: Payment Gateway API Compliance

If Rextransfert integrates a third-party payment gateway (e.g., Stripe, PayPal, Flutterwave, Paystack, etc.):

  • Ensure the gateway is PCI-DSS compliant — this is mandatory for handling card data.
  • Never store raw card numbers in your app or database — use tokenization.
  • Display the payment gateway's logo and security badges in the app's checkout flow.
  • Include the gateway's privacy policy link in your app's Privacy Policy.

Step 7: Promotional Assets Required

  • App icon: 512 x 512 px PNG.
  • Feature graphic: 1024 x 500 px PNG or JPG (shown at top of Play Store listing).
  • Screenshots: Minimum 2, maximum 8 per device type (phone, tablet).
  • Short description: Max 80 characters — make it clear this is a money transfer/investment app.
  • Full description: Max 4,000 characters — include key features, security measures, and supported countries.

Step 8: Pre-Launch Checklist

  • App does not crash on launch — Google runs automated and manual testing.
  • All permission dialogs include clear explanations shown to the user at runtime.
  • App works offline gracefully (shows error messages, not crashes).
  • Terms of Service and Privacy Policy links are accessible inside the app (in Settings or onboarding).
  • KYC flow clearly explains why documents are needed before requesting camera permission.
  • App does not use dark patterns to mislead users about charges or subscriptions.

Step 9: Review Timeline

Financial apps may take 3–7 business days for initial review. Google may request additional documentation for:

  • Regulatory license proof.
  • Explanation of camera/microphone usage.
  • Business entity verification.

Respond promptly to any Google Play policy queries to avoid delays.
